Who should apply?
People employed outside the UAE, contractors with clients outside the UAE, and owners whose business activity stays abroad and who will keep it that way from Dubai. The fit is the work pattern, not the neighbourhood you like. If your contract is with a company in Dubai, ask that company about an employment residence. If you are still choosing whether to visit, apply for a tourist stay and decide later.
What will the form ask about your work?
It will ask enough to see that the work is real and that it is not a UAE job in disguise. Answer with the truth you can support. Do not invent a foreign role for a stay you want. What does a complete file look like on the day you submit?
One passport, one photo that meets the specification, one honest description of foreign work, insurance lined up for the resident period, and no open tourist application fighting the same name. You can explain, in a few sentences, why you are not a tourist and why you are not a local employee. If you cannot, the file is not complete, even if every scan is sharp.
What if you are refused?
Read the reason. A mismatch between your story and your documents is fixed by telling the truth with the right papers, not by a second brand submitting the same story. A visit that expires during the wait is your problem to solve under visit rules. A refusal of residence does not extend the visit.
